Ground near the river sits around -20 m because the EGM2008 geoid undulation here is about -27.6 m. The values are internally consistent, so a simulation on this file alone is fine, and it is a deliberately realistic starting point: it is exactly the case the platform warns you about when you combine it with an orthometric terrain such as Copernicus GLO-30. Two other properties of the source survive in this clip: open water was left as NoData rather than interpolated, and bridge and culvert openings are not cut into the surface.
